Clients must make suitable arrangements to manage a project and make sure that duty holders are appointed and sufficient time and resources are allowed for them to do their jobs safely.

Client Roles and Responsibilities

What are the CDM Client duties?

Domestic

Under CDM 2015 regulations, the clients are split under domestic and commercial clients. A domestic client is someone who has construction work carried out on their home, or the home of a family member, that is not done as part of any business. Their duties normally pass onto:

In a single contractor project, the contractor assumes the legal duties of the client, in addition to their own responsibilities as a contractor.

For projects involving more than one contractor, the principal contractor takes on the legal duties of the client, in addition to their own responsibilities as the principal contractor.

Commercial

A commercial client refers to any individual or organisation undertaking a construction project as part of a business operation. Commercial clients have more significant influence over project operations, including the oversight of health and safety risk management.

Make suitable arrangements for managing a project, including making sure other duty holders are appointed as appropriate.

Ensure sufficient time and resources are allocated, as well as welfare facilities.

Make sure relevant information is prepared and provided to other duty holders.
